Bill Summary
Under current law, for each child with a disability who attends a private school under the Special Needs Scholarship Program, the private school participating in the SNSP must implement 1) the child’s most recent individualized education program or services plan, as modified by agreement between the private school and the child’s parent, and 2) related services not included in the child’s individualized education program or services plan, as agreed to by the private school and the child’s parent. Under the bill, a private school participating in the SNSP must implement a participating child’s most recent IEP or services plan. Under current law and the bill, a private school may choose to submit to the Department of Public Instruction a financial statement that documents the costs incurred to comply with the requirement described above for a participating child. If a private school submits the financial statement, the private school receives an annual SNSP payment for the child that is greater than the standard annual payment amount set by law. For further information see the local fiscal estimate, which will be printed as an appendix to this bill.
