This bill authorizes the city of New York to establish a residential parking permit system in the Queens Village postal designation and area near the UBS arena, allowing the city council to enact a local law or ordinance to implement this system and set parking fees. The system can only be established in the area generally surrounding the UBS arena, with an exception for street portions zoned for commercial/retail use where no permit will be required. The local law or ordinance must outline the reasons for the system, exempt vehicles registered under section 404-a of the vehicle and traffic law, specify the hours and days permit requirements are in effect, reserve at least fifteen percent of parking spaces for nonresidents with a minimum of sixty-minute short-term parking options, detail the permit fee schedule, and direct that collected fees go to the city's general fund unless otherwise specified. Before adoption, a public hearing must be held, similar to the process for local laws.
