This bill establishes the Office of Justice Court Fee Recovery within the Department of Financial Services to aggressively collect unpaid fees from criminal actions and other proceedings owed to town and village courts, which often lack the resources for debt collection. Participating towns and villages can certify delinquent fees that are at least ninety days old to the office, which will then assume responsibility for collecting these debts as owed to the state. To support this, a Justice Court Fee Reimbursement Fund is created, into which all collected delinquent fees will be deposited, and from which participating towns and villages will be reimbursed for their local share of these fees. The bill also mandates reporting on the fund's utilization and financial status.
