This resolution requests the Chairperson of Agriculture and Biosecurity, along with various state and county agencies and community-based organizations, to collaborate on developing a comprehensive statewide food security strategy. This strategy aims to address the significant issue of food insecurity in Hawai?i, where a substantial percentage of households, particularly those with children, young adults, and those relying on federal nutrition assistance, lack consistent access to sufficient, nutritious, and affordable food. The strategy must be data-driven and equity-focused, assessing barriers to food access across diverse communities, including individuals with disabilities and those with access and functional needs, and aligning with existing programs. It should also recommend policies to reduce food costs and increase access to culturally appropriate foods, coordinate with county-level efforts, and support community-driven solutions. The Department of Agriculture and Biosecurity is tasked with submitting this strategy to the Legislature by early 2028 to inform future legislative and policy actions.
