AI Summary

This bill, amending Michigan's existing firearm regulations (1927 PA 372), introduces new requirements for firearm dealers to enhance safety and security. Key provisions include mandating that firearms be stored securely in locked safes or with hardened steel rods/cables when the dealer is closed, and when open, firearms must be unloaded, inaccessible to the public, and secured in locked cases or with rods/cables, requiring employee assistance for customer access. Ammunition must also be stored securely and inaccessible to the public. Dealers must install and maintain a security alarm system, ensure adequate lighting for video surveillance, and operate a continuous video surveillance system that records critical areas, including sales, and captures clear facial features of purchasers. This system must retain recordings for at least six years and be available to law enforcement. Additionally, dealers must conduct criminal history checks on employees who handle firearms, not hire individuals prohibited from owning firearms or with relevant criminal histories, and perform annual inventory reconciliations. The bill also prohibits dealers from selling firearms to individuals who are a threat, intoxicated, or attempting to buy for someone ineligible, and requires dealers to report lost or stolen firearms and suspected straw purchases (buying for an ineligible person) to law enforcement within 24 hours. Violations can result in a civil infraction and a fine of up to $1,000. The bill also establishes a process for individuals to file complaints about violations, which the department must investigate.
