This bill revises the duties of a political treasurer, who is the official point of contact for the secretary of state for a candidate's campaign or a political committee. The treasurer must maintain at least one checking account for campaign or committee funds, deposit all received moneys into this account, and keep detailed, up-to-date records of contributions and expenditures. These funds must be kept separate from any other accounts and can only be invested in cash-equivalent accounts like certificates of deposit or money market accounts, not in stocks. If a candidate loans their campaign more than $1,000, those funds must be transferred to the campaign account. The treasurer is also responsible for filing all required reports and must preserve these accounts for at least one year after the election or the last report filing, whichever is later. The bill also declares an emergency and sets an effective date of July 1, 2026.
