This bill adjusts appropriations for the Soil and Water Conservation Commission for fiscal years 2026 and 2027. * The Department of Agriculture's appropriation for the Soil and Water Conservation Commission is reduced by a total of $3,982,700 for fiscal year 2027, funded from the General Fund, Administration and Accounting Services Fund, Resource Conservation and Rangeland Development Fund, and Clean Water Revolving Loan (SCC) Fund. * The Department of Water Resources is appropriated an additional $4,369,800 for the Soil and Water Conservation Commission for fiscal year 2027, funded from the General Fund, Miscellaneous Revenue Fund, Administration and Accounting Services Fund, Resource Conservation and Rangeland Development Fund, and Clean Water Revolving Loan (SCC) Fund. * Of the funds appropriated to the Department of Water Resources, $300,000 is designated for trustee and benefit payments and will be distributed equally among the 50 soil and water conservation districts. * An additional $12,900 is appropriated from the Miscellaneous Revenue Fund to the Department of Agriculture for the Soil and Water Conservation Commission for trustee and benefit payments for the Conservation Reserve Enhancement Program for fiscal year 2026. * Section 5 of the act is effective immediately upon passage and approval, while Sections 1 through 4 are effective on July 1, 2026.
