Bill Summary

This bill creates a nonresident tuition exemption for certain University of Wisconsin System students. Current law allows the Board of Regents of the UW System to charge different tuition rates to resident and nonresident students. Current law also includes nonresident tuition exemptions, under which certain nonresident students pay resident tuition rates. This bill creates an additional exemption for a person who has resided in this state for 12 months immediately preceding any semester or session in which they register at an institution and who is in approved deferred action status pursuant to the U.S. Department of Homeland Security’s Deferred Action for Childhood Arrivals (DACA) program. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill creates a new exemption from paying higher nonresident tuition rates for certain students at the University of Wisconsin System. Currently, the University of Wisconsin System can charge different tuition rates for residents and nonresidents, and there are already some exceptions allowing certain nonresidents to pay resident tuition. This bill adds a new category of students who will qualify for resident tuition rates: individuals who have lived in Wisconsin for at least 12 months before enrolling in a semester or session and who are approved for deferred action under the federal Deferred Action for Childhood Arrivals (DACA) program, which is administered by the U.S. Department of Homeland Security. This change will apply to students enrolling in the semester or session after the bill becomes law.
