This bill proposes to require that a landlord clearly and accurately advertise the utilities and estimated costs that are the responsibility of a tenant under a rental agreement and the utilities and costs that are included as part of the rent charged for a dwelling unit, and to document the information within a residential rental agreement. The bill proposes to require that, where possible, a landlord provide individual metering to separate dwelling units or otherwise ensure that the costs of utilities paid by the tenant reflect the tenant’s actual use.
