Under this bill, the Department of Safety and Professional Services may impose a $5,000 forfeiture on the owner of a mobile or manufactured home community for each year in which the owner violates any requirement under current law regarding the regulation of such communities, including reporting requirements. Under the bill, any unpaid forfeiture, assessment, or fee owed by the community owner creates a lien on the community property that continues until released and discharged by DSPS. Under the bill, the revenue received from the forfeitures is credited to the Wisconsin Housing and Economic Development Authority to provide grants to mobile or manufactured home community owners for the purpose of bringing the communities into compliance with licensing standards and owners of mobile homes or manufactured homes for the purpose of repairing, renovating, and improving such homes.
