This bill, titled the On-Premise Cannabis Consumption Act, allows counties and municipalities to issue licenses for temporary events and "cannabis hospitality venues" where people can consume cannabis or cannabis-infused products and purchase related paraphernalia. A cannabis hospitality venue is defined as a business, like a restaurant or bar, licensed to allow communal cannabis consumption on its premises. Before issuing any licenses, local governments must adopt ordinances with specific requirements, such as detailing event times, addresses, how smoke and vapors will be managed, how outdoor consumption areas will be visually obscured, and how individuals under 21 will be prevented from entering. These ordinances cannot prohibit attendees from bringing their own cannabis, nor can they impose health or safety standards that solely aim to deter events. The bill also limits home rule powers, meaning local governments cannot create regulations for these venues or events that conflict with this state law, and it makes conforming changes to the Smoke Free Illinois Act to allow for cannabis consumption in certain licensed venues and at temporary events.
