This bill establishes a Task Force on Housing Taxes and Fees to study and analyze how various taxes, fees, and exactions at the state, county, and local levels impact the cost of developing and preserving housing in Minnesota. The task force will consist of 16 members, including legislators from both the House and Senate, representatives from state agencies like the Department of Revenue and the Minnesota Housing Finance Agency, and appointees from various housing industry groups, local government associations, a tribal government, and the public. Their duties include cataloging all current housing-related taxes and fees, assessing their combined effect on construction costs, examining how these taxes are distributed among different levels of government, and ultimately proposing recommendations for changes to reduce the financial burden on housing development while ensuring public services are maintained. The Legislative Coordinating Commission will provide administrative support, and the task force is required to submit a report of its findings and recommendations by February 15, 2027, after which it will expire.
