This bill, known as "Nima's Law," prohibits the retail sale of nitrous oxide, a gas commonly found in whipped cream chargers, to the general public, with exceptions for authorized sales as defined by law, and establishes civil penalties for violations, ranging from $500 for an initial offense to $1,000 for subsequent offenses. It also amends existing law to remove age restrictions on the sale of whipped cream chargers themselves, but maintains civil penalties for their sale. Furthermore, the bill expands the state's health care and wellness education and outreach program to include information on the dangers of nitrous oxide misuse, such as vitamin B-12 deficiency, impaired motor function, psychiatric disturbances, loss of consciousness, asphyxiation, and death, and requires consultation with the office of addiction services and supports when developing this educational material.
