This bill amends existing Idaho law to revise provisions regarding cooperative and group discount purchasing, allowing the administrator to authorize state agencies to join group discount purchasing organizations, participate in cooperative purchasing agreements with other public agencies, or use contracts from other public agencies if those contracts were awarded through competitive bidding and are in the state's best interest. Importantly, the bill introduces a new provision allowing for modifications to these contracts to address additional state needs, provided the administrator determines these modifications are in the state's best interest and the vendor is informed of this possibility beforehand. The bill also clarifies that participation in such programs must be formalized by a written agreement, entrance or participation fees must be applied consistently, and agreements must be kept on file. The legislature finds that these purchasing methods reduce administrative burdens and costs by requiring fewer solicitations and intends to allow flexibility in modifying contracts when it serves the state's best interest. The bill also declares an emergency, meaning it will take effect immediately upon passage and approval.
