This bill reduces the appropriation to the Public Schools Educational Support Program's Division of the Idaho Digital Learning Academy by $13,500,000 for fiscal year 2027. * The appropriation to the Public Schools Educational Support Program's Division of the Idaho Digital Learning Academy is reduced by $13,500,000 from the Public School Income Fund for the period of July 1, 2026, through June 30, 2027. * A transfer of $13,500,000 from the General Fund to the Public School Income Fund is reduced for the period of July 1, 2026, through June 30, 2027. * The Idaho Digital Learning Academy is prohibited from withdrawing funds from the Public Education Stabilization Fund for services provided between July 1, 2026, and June 30, 2027, and must rely on existing cash balances for costs exceeding the appropriation. The Academy must also reduce offerings and deny enrollments as necessary to maintain a positive cash balance. * The Idaho Digital Learning Academy must verify that state-appropriated funds are not used for diversity, equity, inclusion, or social justice ideology courses that violate dignity and nondiscrimination standards. A report on compliance is due to the Joint Finance-Appropriations Committee by December 1, 2026. * The Idaho Digital Learning Academy must provide a report by August 1, 2026, detailing information and costs for each service, class, and course, including how budgets were determined and detailed budgeted and expenditure data. This report will assist the Legislature in considering policies for how the state, districts, charters, and the public are billed for courses.
