This bill, titled the "Veterans Health Administration Novel Therapeutics Preparedness Act," establishes an Office of Novel Therapeutics within the Veterans Health Administration (VHA) to prepare for and responsibly implement emerging treatment modalities, such as certain psychedelic-assisted therapies, for mental health conditions affecting veterans. This office will be led by a Director with expertise in clinical research and implementation science and will be responsible for developing national policies, clinical standards, and guidance for evaluating, researching, and potentially implementing these new therapies, including creating a national clinical model for intensive therapeutic interventions, developing patient eligibility criteria, and planning for facility infrastructure, interdisciplinary teams, and patient safety protocols. The bill also mandates the creation of a Clinical Implementation Program for Emerging Therapeutics to evaluate the effectiveness, feasibility, and safety of these interventions, designates medical centers as "centers of excellence" for research and training in novel therapeutics, and establishes a Veteran Advisory Committee to provide input on patient safety, informed consent, and care design. Furthermore, it requires interagency coordination with other federal departments to address regulatory readiness and reimbursement pathways, and mandates an annual report to Congress on research activities, clinical outcomes, safety events, and implementation barriers, along with a national preparedness and implementation strategy.
