This bill amends Idaho law to require individuals engaged in paid in-person canvassing activities, which includes influencing voters through direct contact or distributing political materials, to be Idaho residents, verbally disclose that they are being paid and by whom, and wear a visible badge identifying them as a "paid political advocate" along with the name of their payor. It also revises existing rules for signature gatherers for initiatives and referendums, requiring them to be Idaho residents and to comply with the new disclosure requirements for paid canvassers, and clarifies that petitions with signatures obtained in violation of these disclosure rules will be void. The bill also adds these new disclosure requirements to the list of violations that can result in civil fines or misdemeanor penalties.
