This bill amends the public health law to allow children of deceased parents to obtain certified copies or transcripts of their parent's birth certificates. Previously, such records were only available upon court order, by the person the record related to (if 18 or older), their lawful representative, or government departments. Now, a child can request their deceased parent's birth certificate if they can provide proof of their relationship, such as through consanguinity (blood relation) or adoption, as defined by regulations from the commissioner. This change aims to provide children with access to important familial records even after a parent's passing.
