This bill mandates that insurance policies, contracts, and plans, including those for state employees and Medicaid recipients, must reimburse certified nurse-midwives and licensed certified professional midwives at the same rate as physicians for services within their scope of practice, regardless of where the services are provided. It also requires the Department of Public Health to establish specific licensing requirements and guidelines for birth centers within 12 months, in consultation with birth center operators and relevant professional organizations, to better support birth centers and those seeking care in them.
