This bill amends Title 26 of the Delaware Code, which governs electric utilities, by modifying regulations for electric cooperatives that have chosen to exempt themselves from the Public Service Commission's (PSC) regulatory authority. Specifically, it changes the obligation of such cooperatives to provide electric supply service to customers within their designated territory. Previously, these cooperatives were generally obligated to provide service to customers who had no choice of supplier, did not choose another supplier, or whose contracted service was not delivered. The bill now clarifies that, except in certain circumstances, the cooperative "shall" provide this service, but it also adds a new provision allowing cooperatives the *right*, but not the obligation, to provide service to very large customers projected to have a monthly demand exceeding 50 megawatts (MW) over a 10-year period, with provisions for aggregating demand from commonly owned or affiliated entities on nearby land.
