This joint resolution establishes the Illinois Condominium Governance and Transparency Task Force to investigate and propose solutions for issues affecting residents of condominiums and common interest community associations, which are housing arrangements where individuals own their units but share ownership and responsibility for common areas and amenities. The Task Force will examine critical areas such as board governance and training, financial transparency and reporting, reserve funding for future repairs, building safety, owner access to records, and dispute resolution, with the goal of improving oversight, financial integrity, and safe living conditions for the over four million Illinois residents living in these types of communities. The Task Force will be comprised of various stakeholders, including legislators, unit owners, property managers, legal and financial experts, and government officials, and is tasked with submitting a report of its findings and recommendations to the Governor and the General Assembly by January 7, 2027, after which it will be dissolved.
