This bill, titled the Tech Diplomacy Training Act, mandates that Foreign Service officers, who are diplomats representing the United States abroad, must complete specific training in science, technology, engineering, and mathematics (STEM). This new requirement, to be implemented by the Secretary of State through the George P. Shultz National Foreign Affairs Training Center, will cover topics such as artificial intelligence, advanced communication technologies, and how these advancements impact diplomacy. The training will also focus on how the U.S. can leverage STEM as a diplomatic tool and how adversaries use technology to undermine U.S. diplomacy and engage in their own diplomatic efforts. This STEM training will be integrated into the standard A-100 course for new officers and will also be required for existing officers within a specified timeframe, either a full course or a condensed version, and will be separate from other existing training requirements.
