This resolution, a formal expression of the California Legislature's intent, declares a commitment to advancing brain safety for young athletes by addressing Chronic Traumatic Encephalopathy (CTE), a preventable brain disease caused by repeated head trauma. It acknowledges that developing brains are particularly vulnerable to head impacts, even those not resulting in diagnosed concussions (known as subconcussive trauma), and that CTE has been found in young athletes. The resolution highlights gaps in current safety protocols, which do not adequately address the cumulative risks of subconcussive impacts or provide sufficient education to athletes, coaches, and guardians about CTE and its symptoms. To rectify this, the Legislature intends to pursue future amendments to the California Youth Football Act, requiring annual distribution of CTE-specific information sheets to guardians and coaches involved in contact sports like football, soccer, and lacrosse. These materials will detail pediatric CTE risks, symptom timelines, and safer sport alternatives, and participation will be contingent on guardians certifying their understanding of this information. Furthermore, the resolution calls for youth sports organizations to implement modified rules to reduce head impacts, voluntarily submit annual safety reports on head impact exposure, and offer noncontact alternatives for athletes whose families wish to minimize head injury risks, all with the overarching goal of protecting the neurological future of young athletes.
