This bill terminates prior appropriations to the PROMISE grant program and makes other changes to economic development funding for the fiscal year beginning July 1, 2026. * **PROMISE Grant Program Termination:** All remaining funds for the PROMISE grant program are terminated and will be returned to the General Fund. * **Neighborhood Development Center (NDC) Grant:** $500,000 each year is appropriated to the Neighborhood Development Center for small business programs, including training, lending, business services, and real estate initiatives. This is a one-time appropriation. * **Community and Economic Development Associates (CEDA) Grant:** $627,000 in the first year is appropriated to CEDA for economic development technical assistance and project grants to small communities across rural Minnesota. This is a one-time appropriation. * **African Development Center Grant:** $200,000 in the first year is appropriated to the African Development Center for capacity-building initiatives to support small business growth and sustainability. This is a one-time appropriation. * **Enterprise Minnesota, Inc. Grants:** $250,000 each year is appropriated to Enterprise Minnesota, Inc. for the Made in Minnesota program and for providing talent, leadership, and other business services to small manufacturing companies. These are one-time appropriations. * **Coalition of Asian American Leaders Grant:** $250,000 each year is appropriated to the Coalition of Asian American Leaders to support outreach, training, technical assistance, and financial assistance for Asian Minnesotan women entrepreneurs and Asian-owned businesses. This is a one-time appropriation. * **WomenVenture Grant:** $250,000 each year from the Workforce Development Fund is appropriated to WomenVenture to support child care providers through business training and shared services programs. This is a one-time appropriation. * **Latino Economic Development Center Grant:** $250,000 each year is appropriated to the Latino Economic Development Center to assist, support, finance, and launch microentrepreneurs through training, workshops, and consultations. This is a one-time appropriation. * **Isuroon Grant:** $150,000 each year is appropriated to Isuroon for loans, grants, technical assistance, and an incubator program to support microbusinesses.
