Bill Summary
This bill relates to and makes appropriations for the economic development of the state, and codifies the housing renewal program. DIVISION I —— FY 2026-2027 APPROPRIATIONS. The bill appropriates moneys for FY 2026-2027 from the general fund of the state to the economic development authority (IEDA), Iowa finance authority (IFA), department of workforce development (IWD), Iowa state university of science and technology (ISU), state university of Iowa, and university of northern Iowa. For FY 2026-2027, the bill limits standing appropriations for the world food prize, the arts and culture enhancement fund, and tourism marketing. The bill transfers certain moneys collected by the insurance division in excess of the anticipated gross revenues under Code section 505.7 to IEDA. The bill appropriates moneys for FY 2026-2027 from the special employment security contingency fund to IWD. The bill also appropriates moneys for FY 2026-2027 from the Iowa skilled worker and job creation fund to IEDA, IWD, and the state board of regents and institutions under the control of the board. The auditor of state is requested to review the audit of IFA performed by the auditor hired by IFA. The bill requires IEDA, the vocational rehabilitation services division of IWD, the state board of regents, and ISU to submit various reports to the general assembly. DIVISION II —— HOUSING RENEWAL PROGRAM. The bill codifies the housing renewal program (program) created pursuant to 2022 Iowa Acts, chapter 1148, section 20, as amended by 2023 Iowa Acts, chapter 110, section 18, and 2025 Iowa Acts, chapter 155, section 14. Under the bill, payments of interest, income generated from the sale of ownership units, recaptures of financial assistance (assistance) awards, and other repayments shall be retained by, or returned to, the nonprofit Iowa affiliate for the purpose of awarding assistance under the program to eligible participants, rather than be deposited in the program fund as is the case under current law. “Nonprofit Iowa affiliate” is defined in the bill.
AI Summary
This bill appropriates funds for economic development and codifies the housing renewal program for the fiscal year beginning July 1, 2026, through June 30, 2027, allocating money to the Iowa Economic Development Authority (IEDA), Iowa Finance Authority (IFA), Department of Workforce Development (IWD), and the state's regent universities. It also limits standing appropriations for the World Food Prize, arts and culture, and tourism marketing, and transfers excess insurance division revenue to the IEDA. The bill requires various entities, including the IEDA and the vocational rehabilitation services division of the IWD, to submit reports to the general assembly. A key change is to the housing renewal program, where interest, income from unit sales, and recaptured financial assistance will now be retained by a "nonprofit Iowa affiliate" (defined as a local branch of a national organization focused on building or renovating homes for low-income families) for the purpose of awarding further assistance, rather than being deposited into a general program fund. Additionally, the bill includes provisions for financial assistance recipients to ensure jobs are filled by authorized workers and allows for recapture of funds if a business knowingly employs unauthorized workers.
