This report will detail the impact and effectiveness of United States export controls on semiconductors and related manufacturing equipment aimed at the People's Republic of China (PRC). The report must include a full list of these controls, specifying their type (technology, end-use, or end-user), whether they are unilateral or multilateral, and analyze their effects on the PRC's military, intelligence, surveillance, and artificial intelligence capabilities, as well as its indigenous semiconductor industry and global market share. It will also assess the impact on U.S. companies' revenue and global market share, and on U.S. technological leadership, determining if the controls are achieving their national security objectives and if foreign availability of similar items undermines their effectiveness. Furthermore, the report will identify the most successful controls, any that have failed and harmed U.S. industry without a national security benefit, and provide recommendations for improving cooperation with U.S. industry, enhancing enforcement, and closing loopholes, all while engaging with relevant stakeholders from government, industry, and academia. The findings will be made public on the Department of State's website, with a classified annex permitted if necessary.
