This bill establishes an English proficiency standard for individuals operating commercial motor vehicles in Pennsylvania, requiring them to be able to read and speak English well enough to converse with the public, understand traffic signs, respond to inquiries, and make record entries, with an exception for hearing-impaired drivers as per federal regulations.
