This joint resolution honors the memory of Larry Richard West of Huntsville, a dedicated public servant and businessman who significantly improved the quality of life for his community. Mr. West, a former teacher and businessman, founded Scott Appalachian Industries (SAI) in 1984 to provide services and employment for individuals with developmental disabilities, transforming it into a major local employer. He also established Housing Opportunities and People Enterprises (HOPE) and developed an alternative fuel station, while actively coaching youth athletics. The resolution acknowledges his recent "Person of the Year" award and his lifelong commitment to improving community policies and serving his faith and family. It expresses sympathy to his surviving wife, children, grandchildren, great-grandchildren, and extended family, recognizing his lasting legacy of integrity, compassion, and dedication.
