This joint resolution honors and commends Dustin Frank, Brian Fernandez, Anthony Blackwell, and Terry McConkey for their heroic actions on April 14, 2026, at Kefauver Park. On that date, Tyler Copeland, a Madisonville city employee, became trapped under an overturned mower in a pond while performing maintenance. Mr. Frank, a Parks and Recreation employee, along with bystander Mr. McConkey and inmates Mr. Fernandez and Mr. Blackwell from the Monroe County Sheriff's Office work release program, immediately entered the water to rescue Mr. Copeland. They successfully pulled him from the pond, and Mr. Frank began performing CPR, which, along with their efforts to clear his airway, helped Mr. Copeland regain consciousness and breathing before emergency medical services (EMS) arrived. The resolution acknowledges that their swift and coordinated response was critical in saving Mr. Copeland's life, and it directs that an appropriate copy of this resolution be prepared for presentation to them.
