AI Summary

This bill establishes a study program to explore ways to protect military personnel, special operations forces, elected officials, and others who are particularly vulnerable to "doxing" (publishing private identifying information online with malicious intent) or "swatting" (making false emergency calls to provoke a large police response). A task force, composed of representatives from various state agencies including the Department of Justice and the Division of Motor Vehicles, will investigate what personal information is at risk, how to prevent harm, and how to create uniform protocols for shielding or removing this information from public records. The task force will also consider expanding the Address Confidentiality Program, which helps individuals in danger by providing a substitute mailing address, to include these vulnerable groups, or creating a new program based on its model. Additionally, the bill allows certain members of special operations forces, upon certification by their commander, to be issued a driver's license or special identification card with a substitute address for use overseas, and requires that their personal identifying information be removed or shielded from public-facing government websites upon request. The task force is required to report its findings and recommendations to the General Assembly by April 1, 2027, and a pilot program may be created to test the implementation of these protections.
