This bill establishes the Insurance Coverage and Affordability Task Force within the legislative council to review proposed health insurance mandates. The task force will be composed of non-voting members from state departments, legislative members appointed by party leaders, and various stakeholders representing health insurers, hospitals, doctors, and employers. The task force will conduct a comprehensive review of any bill mandating health insurers to provide specific benefits, analyzing its social, financial, and medical efficacy impacts, and considering various data sources. They are required to provide written comments and recommendations to the bill's sponsor and committee within 90 days, with a possible extension. The task force will also develop criteria for data collection on mandated benefits and review related state agency rules. Furthermore, within two years of the bill's enactment, the task force must evaluate existing health insurance mandates, assessing their costs, coverage in self-funded plans, and comparing their effects to similar mandates in other states, with the goal of providing recommendations to the legislature on reducing or modifying these mandates. The task force will cease to exist three years after the bill's effective date, and health insurers will not be assessed for compliance costs.
