This joint resolution honors and commends Dustin Frank, Brian Fernandez, Anthony Blackwell, and Terry McConkey for their heroic actions on April 14, 2026, at Kefauver Park. On that date, a Madisonville city employee, Tyler Copeland, became trapped under an overturned mower in a pond while performing maintenance. Dustin Frank, a Madisonville Parks and Recreation employee, along with bystander Terry McConkey and two inmates from the Monroe County Sheriff's Office work release program, Brian Fernandez and Anthony Blackwell, immediately entered the water to rescue Mr. Copeland. They successfully pulled him from the mower and to the embankment, where Mr. Frank began performing CPR. Despite Mr. Copeland initially not breathing or having a pulse, their continued efforts, including clearing his airway, led to him regaining consciousness and the ability to breathe and communicate before emergency medical services (EMS) arrived. The resolution acknowledges that their swift and coordinated response was crucial in saving Mr. Copeland's life and recognizes their exemplary heroism.
