This bill authorizes specific school districts in Minnesota to transfer funds between different accounts on June 30, 2026, even if existing laws (Minnesota Statutes sections 123B.79, 123B.80, 475.61 subdivision 4, or 142D.11 subdivision 9) would normally prohibit such actions without reducing their tax levies. Specifically, Independent School District No. 271 (Bloomington) can move any balance from its building construction fund to its general fund, Independent School District No. 181 (Brainerd Public Schools) can transfer up to $1,000,000 from its construction fund to its general fund for operational purposes, Independent School District No. 403 (Ivanhoe) can move up to $68,000 from its early childhood education reserve balance in the community service fund to its general fund, Independent School District No. 197 (West St. Paul-Mendota Heights-Eagan) can transfer up to $4,500,000 from its building construction fund to a reserved account for operating capital within the general fund, and Independent School District No. 881 (Maple Lake Public Schools) can transfer up to $1,800,000 from its building construction fund to the reserved account for operating capital in the general fund. All these transfers are permanent and do not require a levy reduction, provided that the respective school boards approve them. The bill takes effect the day after it is officially enacted.
