The notification must include an analysis of the impact on workers, potential skill gaps, and details about any training or retraining programs. Following this notification, public employers must engage in collective bargaining with employee representatives regarding the acquisition and implementation of the AI technology, the creation of transition plans for affected workers, and plans for training the workforce for new roles. The bill defines "procurement process" broadly to include various requests for information or proposals, and "plan to acquire or deploy" as any public announcement about acquiring or using new AI technology. This measure aims to ensure that employees are informed and have a voice in the introduction of AI technologies that could significantly affect their jobs.
