This bill amends the environmental conservation law to direct state agencies and certain public authorities, referred to as "affected entities," to develop and implement waste diversion plans. These plans, to be filed with the GreenNY Council, must outline how these entities will reduce their waste disposal by 10% every five years, starting from a 2018-2019 baseline, with a long-term goal of a 75% reduction. The plans need to categorize waste into recycled materials, compostable organics, landfill waste (including construction and demolition debris), and special waste (like hazardous materials), and must include strategies for waste audits, diverting organic waste, eliminating single-use plastics where feasible, and considering the transition to dual-stream recycling. The GreenNY Council, comprised of various state agency heads and public authority leaders, will oversee these plans and reassess the diversion goals every five years.
