This bill establishes the Michigan PFAS Action Response Team (MPART) to address perfluoroalkyl or polyfluoroalkyl substances (PFAS), which are a class of fluorinated organic chemicals. MPART will be comprised of directors from several state departments, including Environment, Great Lakes, and Energy; Health and Human Services; Military and Veterans Affairs; Agriculture and Rural Development; Natural Resources; Licensing and Regulatory Affairs; and Transportation, or their designees, with the Director of the Department of Environment, Great Lakes, and Energy serving as chairperson. The Department of Environment, Great Lakes, and Energy will provide staff and administrative support to MPART, which is tasked with researching, identifying, recommending, and implementing actions to respond to PFAS contamination, including identifying affected sites, developing response plans and public health protocols, conducting public outreach, planning for long-term mitigation, and recommending changes to state laws. MPART will also coordinate activities among state agencies, share information with stakeholders and other governmental entities, and may establish advisory workgroups and hire experts or contractors to assist in its duties, with all state departments required to provide necessary assistance and access to relevant information.
