This bill, known as the HARVEST Act, directs the Secretary of Agriculture to conduct a study and report to Congress by September 30, 2026, on how to expand opportunities for 1890 Institutions, which are historically Black land-grant colleges and universities, to offer educational programs and technical assistance. The focus of this assistance is on helping to transfer agricultural land and assets, specifically including "heirs property," to the next generation of farmers and ranchers. Heirs property is defined as real estate owned by multiple people as tenants in common, where there's no agreement on how to divide it, title was inherited from a relative, and at least 20% of the ownership interests are held by relatives or by individuals who inherited from a relative.
