Bill Summary

A bill to establish the National Artificial Intelligence Research Resource, and for other purposes.

AI Summary

This bill, known as the CREATE AI Act, aims to establish a National Artificial Intelligence Research Resource (NAIRR) to advance artificial intelligence (AI) research and develop AI skills within the United States workforce. The NAIRR, to be established by the Director of the National Science Foundation within one year of enactment, will connect U.S. researchers and educators with computational resources, data, software, and educational materials provided by government agencies, state governments, and non-governmental entities. A Program Management Office will oversee the NAIRR's operations, including budget development, delegation of tasks, coordination of resource contributions, and establishment of policies. The bill defines eligible users for the NAIRR, generally including researchers, educators, and students affiliated with U.S. institutions of higher education, non-profit institutions, government entities, federally funded research and development centers, and small businesses that have received federal funding, with specific exclusions for individuals employed by certain foreign countries. The Program Management Office will also be responsible for ensuring research security in accordance with national policy, encouraging open-source software development, and may establish a fee schedule for access, including a free tier, to support the NAIRR's primary research mission.
