This bill requires appearance enhancement businesses, which are places offering services like haircuts, styling, and makeup, as well as individual licensees (licensed professionals) and trainees (individuals learning the trade) in the field of cosmetology (the art and science of beauty treatments), to clearly disclose the prices of their services. This disclosure must happen verbally at the time of booking and before services begin, and also through prominent signage displayed where services are booked, where orders are placed, and where payments are accepted. The signage must clearly show the price of basic services, any factors that could increase the price, and the potential range of additional charges. The bill defines "disclosure" broadly to include written or verbal information about services and any associated rules. Violations of these disclosure requirements will result in a civil penalty of $500 for each offense.
