This bill authorizes a special primary election for certain Congressional districts in Alabama under specific circumstances related to redistricting, or the redrawing of electoral district boundaries. It clarifies that such a special primary would only be held if a federal court makes a ruling affecting Congressional district boundaries in a way that makes it impossible to use the normal 2026 primary election schedule, but still allows for a special primary to be completed by August 26, 2026. If these conditions are met, the Governor would call for a special primary election for the affected districts, and the candidate with the most votes in that special primary would be the party nominee, with no runoff election. This would override any previous primary election results for those districts, and candidates eligible for the original primary would remain eligible for the special primary. The bill also notes that political parties can still choose their candidates through other legal means and that this act does not affect the timing of regular primary elections if no district boundary changes occur, nor does it alter the date of the 2026 General Election.
