This bill establishes a "Minnesota Vision of a Learner" to define the knowledge and skills students need to succeed after high school, lead fulfilling lives, participate in their communities, contribute to a just society, and support a thriving economy, recognizing that this requires deep, applied, and transferable knowledge. To achieve this, the P-20 Education Partnership will lead a diverse working group, including students, parents, educators, administrators, postsecondary faculty, community leaders, business representatives, Tribal Nations, and measurement experts, to gather input through listening sessions and surveys and develop this vision, which will be posted online by January 15, 2028. School districts and charter schools will have the option to adopt, adapt, or create their own learner visions, and this new vision will be considered when academic standards are reviewed after July 1, 2026, ensuring they are organized as coherent progressions of learning and align with the new vision. Additionally, the bill appropriates funds to the Department of Education for the working group's activities.
