This bill establishes a contingency appropriation for the Supplemental Nutrition Assistance Program (SNAP), a federal program that provides food assistance to low-income individuals and families. Specifically, it allows up to $20,000,000 per week for up to six weeks to be taken from the state's general fund and given to counties for SNAP recipients if a federal government shutdown occurs, federal funding for SNAP lapses, and the federal SNAP contingency reserve fund is insufficient to cover the shortfall. The amount appropriated each week will be based on Minnesota's previous month's federal SNAP allocation, and if the general fund doesn't have enough money, funds will be transferred from the state's budget reserve. Additionally, within 90 days of using this contingency fund, the commissioner of children, youth, and families must report to legislative committees on the state's SNAP contingency appropriations and how the money was spent.
