The bill also clarifies that medical cannabis dispensaries applying for a Class 5 Cannabis Retailer license, when co-located with an existing medical cannabis dispensary in a municipality that permits medical cannabis sales, will not require additional municipal review or consent, and municipalities cannot prohibit the retail sale of cannabis items by medical cannabis dispensaries that have been lawfully operating for at least three years prior to the bill's enactment. Furthermore, it allows holders of plenary retail consumption and plenary retail distribution licenses to sell intoxicating hemp beverages until November 13, 2026, with specific requirements for storage, display, and age verification, and clarifies that these beverages can only be sold in the public barroom of licensed premises, provided the barroom is not part of a hotel, restaurant, entertainment facility, or commercial bowling establishment.
