This bill, titled the "Innovative Maternal Payment and Coverage To Save Moms Act" or "IMPACT to Save Moms Act," requires the Secretary of Health and Human Services to establish a demonstration project from fiscal years 2027 through 2031 to allow states to test new payment models for maternity care under Medicaid and the Children's Health Insurance Program (CHIP). The project, known as the Perinatal Care Alternative Payment Model Demonstration Project, will involve coordination with various stakeholders, including state Medicaid programs, maternity care providers, patient advocacy groups (especially those representing demographics with high rates of maternal mortality or disparities), community-based organizations, perinatal health workers, insurers, hospitals, birth centers, federally qualified health centers, and researchers. The Secretary will consider payment models designed to improve maternal health outcomes, stratify patients by pregnancy risk, incorporate quality metrics, include non-hospital birth settings, address social determinants of health, utilize diverse maternity care teams including mental health providers and dietitians, and consider maternal mental health and substance use disorders. States wishing to participate must apply, and the Secretary will evaluate the project's impact on maternal health outcomes (stratified by various factors), spending, and patient experience, ultimately reporting to Congress with recommendations for continuation and expansion.
