This bill expands prohibitions on abortion trafficking by making it illegal to buy or sell the product of human conception resulting from an abortion for any valuable consideration, which is defined as any payment or thing of value, including reimbursement for costs or expenses. It also prohibits experimenting on, selling, transferring, distributing, or otherwise conveying such products for consideration, as well as advertising or facilitating such transactions. The bill clarifies that any reimbursement for expenses related to the removal, processing, preservation, quality control, storage, or transportation of these products is also prohibited, and existing laws authorizing reimbursement for human tissue will not apply to the product of conception from an abortion. Violating these provisions will be considered abortion trafficking and is classified as a felony of the third degree, with a presumption in favor of a prison term.
