This bill mandates that insurance policies in Delaware, including individual, group, and blanket health insurance, as well as state-administered health benefit plans, must cover medically necessary diagnostic services and treatments for menopause and perimenopause, which is the transitional period leading to menopause. This coverage will include consultations, diagnostic testing, FDA-approved hormonal therapies like hormone replacement therapy and bioidentical hormone treatments, non-hormonal medications, therapies for menopause induced by hysterectomy, behavioral health care, pelvic floor physical therapy, bone health treatments, and preventative services for related conditions such as osteoporosis and cancer. Importantly, coverage for medically necessary hormone replacement therapy cannot be denied or limited if supported by established medical guidelines and will not be subject to prior authorization or step therapy requirements, ensuring it is treated similarly to other medical conditions, with exceptions for certain limited health insurance policies and a provision allowing religious employers to opt-out of coverage for their employees if it conflicts with their religious beliefs. This act will take effect for policies issued, renewed, modified, or reissued after December 31, 2027.
