This bill amends Title 4 of the Delaware Code, which governs the sale of alcoholic liquor, to modify the hours during which establishments licensed for on-premises consumption can sell alcohol. Specifically, it clarifies that while the general prohibition on sales remains between 1:00 a.m. and 8:00 a.m., counties and municipalities are now explicitly empowered to enact ordinances that can either shorten this closing hour or extend it until 2:00 a.m., providing local governments with more flexibility in regulating alcohol sales within their jurisdictions, while still permitting sales every day of the year except for Sundays, Thanksgiving, Easter, and Christmas, unless a licensee chooses not to be open on those holidays.
