This Concurrent Resolution establishes the PACE Task Force, an acronym for Prioritizing Access, Care, and Education on GLP-1 medications, to address the significant impact these drugs, originally for Type 2 diabetes and now revolutionary for chronic weight management, are having on healthcare costs in Louisiana. The task force will study the clinical history, accessibility, and effect of GLP-1 medications on insurance costs for both individuals (insureds) and insurance companies (insurers) within the state. It will investigate various factors, such as whether pricing should differ for diabetes versus weight loss, the impact on insurer spending and premium growth, potential cost disparities for lower-income or uninsured individuals, reasons for treatment discontinuation, and the long-term cost-effectiveness of different GLP-1 medication forms. The task force will be composed of representatives from key state health and insurance entities, including the Commissioner of Insurance, the Louisiana Association of Health Plans, the Department of Health, and the Board of Pharmacy, along with a specialized healthcare provider. Staffed by the Louisiana Department of Insurance, the task force is required to submit a written report of its findings and recommendations to the legislature by February 12, 2027, after which it will terminate.
