This bill, known as the "Defense Industrial Base Advanced Manufacturing Enhancement Act," mandates that the Under Secretary of Defense for Acquisition and Sustainment must submit a report and implement a plan focused on advanced manufacturing for specific critical readiness items of supply. This plan, to be submitted within 180 days of enactment, will be shared with a collaborative forum established under section 1844 of the National Defense Authorization Act for Fiscal Year 2026, the Defense Logistics Agency, and congressional defense committees. Following the plan's receipt, members of the collaborative forum will form a working group to implement it by developing or finding advanced manufacturing solutions to boost the production of these critical items, aiming for production within 24 months of the working group's establishment. Additionally, the Director of the Defense Logistics Agency will update the "No Bid Solicitation List"—a list of solicitations that received no bids or acceptable offers within required timelines—to note items identified as critical readiness items of supply. The bill also clarifies the definition of "covered system" as provided in title 10 of the United States Code.
