This bill, titled the "No Equipment Left Behind Act of 2026," aims to improve the oversight of military equipment, referred to as "accountable property" (defined as Department of Defense equipment and other accountable property according to specific instructions), when U.S. forces are withdrawn or repositioned from certain operational areas, known as "covered theaters of operation." The bill mandates that the Secretary of Defense must report to Congress within 60 days of initiating such a withdrawal or repositioning, providing a detailed inventory of all accountable property, its status, and proposed disposition plans. This report must also include assessments of feasibility, costs, and security risks associated with different disposition options, such as retrograde (returning equipment), destruction, or sale, and a plan to mitigate the risk of equipment diversion or misuse, especially to foreign terrorist organizations. Furthermore, the bill requires senior-level approval for certain dispositions of accountable property exceeding $10 million in value and mandates annual reports to Congress on equipment dispositions, diversions, and risk mitigation measures, as well as immediate notification of any events that increase the risk of diversion. The bill also requires initial reports on current disposition processes and plans for implementing these new requirements, along with a report on accountability for "covered dispositions" (abandonment, loss, destruction, or demilitarization without continuous custody and control). The Government Accountability Office (GAO) will review the implementation of these new provisions.
